The aim of education is to get the the ballances of knowledge, attitude and skills the ability aspect. But it doesn't. This observation is to analyze how the students' competence in understanding of the law and human rights and also to identify the factors that influence them. The research use a combination approach (mix method) with Concurrent Embedded. The research is done at SMAN 16 Padang. The informants of this research from the Headmaster, vice headmaster, PPKn Teacher, conselor, student organization (OSIS), students, the waiter of canteens, janitor and the people around the school. Sample research is 113 students of that school. The Quantitative data was collection by questionnaire and qualitative data by observation, interviews, and documentation. Quantitative data analysis by statistics description and Respondents Reachment Level (TCR) and the qualitative data analysis through data reduction, data presentation, and theconclusion. The results show that: Attitude of Justice learners SMAN 16 Padang better than their knowledge of law and human rights. Because the performance stance is 83.33%, while the knowledge is only 65.23% and 75.36% skill. Factors that led to the knowledge and skills that is the experience factor and lower facility factors. They do not have the experience that they can make teachers broaden the knowledge of law and human rights and that a school is very limited. On the other hand the factors that cause learners better attitude among others: the other person and the family are always reminded to respect the teacher and dear to your friends. Factors evolving technology also makes them afraid to do things that make them are exposed to violations of law and human rights act. Factors institution where they learn to pursue the activities of moral development and character. Emotional factors, their sense of fraternity that is very close between them.
